This year, more than 2,000 civilian and military personnel from 32 partner and allied states participated in the exercise that was organized and planned by the NATO Center of Excellence for Cyber Defense Tallinn.

Romania took part in Locked Shields for the second year consecutively with an inter-institutional group coordinated by the Cyber Defense Agency of the Cyber Defense Command. The team consisted of 110 specialists from the national defense system, public security (Army, Internal Affairs, Intelligence), as well as major private companies in the field (Bitdefender).

The exercise had the overall goal of improving the training of cybersecurity experts so that they could act in large inter-institutional teams and multidisciplinary teams to protect national critical infrastructures and government computer networks. Multiple and multidirectional cyber attacks are prevented by satellite, 5G, and other communications systems.

Locked Shields, the largest international LFX in cyber defense (Live Fire Exercise), is the most sophisticated in terms of the technical knowledge required. This exercise was designed to test and train specialists by engaging them under intense pressure in solving complex cyber incidents.

Finland wins the Locked Shields 2022, while Poland/Lithuanian joint team came in second.
